No vent windows, the key on the column, and from December the Judge: 72,287 GTOs, 6,833 of them Judges.

A mild facelift: the front vent windows went, the grille and taillamps were revised, and the ignition key moved from the dash to the steering column.2one source
The 360-hp HO became the 366-hp 400 Ram Air, and a new Ram Air IV was rated at 370 hp.23one source
Sales fell to 72,287. By Wikipedia's account, the Chevelle SS396 and the Plymouth Road Runner both outsold the GTO.2one source
The story of the year
The Judge took its name from the «Here come de Judge» routine on Rowan & Martin's Laugh-In. Pontiac released it on 19 December 1968, by Over-Drive's date.23one source
It was meant as a low-cost GTO to take on the Plymouth Road Runner, but the package added to the price: $332 by Wikipedia's and Consumer Guide's Judge profile, $354 by Consumer Guide's model article.245
The package brought the 366-hp Ram Air 400, a blacked-out grille, Rally II wheels without trim rings, stripes, decals and a five-foot spoiler on the deck lid.45one source
6,725 Judge hardtops and 108 convertibles were built.15one source
What tells it apart from a 1968.

The ignition lock is on the column and locks the wheel.2one source
The rear side-marker lamps are shaped like the GTO badge, not the Pontiac arrowhead.2one source
The taillamps are no longer completely surrounded by the bumper and have bright trim.3one source

Over-Drive's four rows, which are Consumer Guide's: Consumer Guide gives 64,851 hardtops and 7,436 convertibles «incl.» the same 6,725 and 108 Judges. Wikipedia gives the 72,287 total and 6,833 Judges (6,725 + 108, our sum).
4 engines. 1971: Pontiac's RPO code, from Over-Drive. 1972: the engine letter in the VIN. Before 1972 the VIN carries no engine code, and a dash means none of our sources gives an RPO code.
Advertised (gross-era) ratings. Pontiac called the 366-hp engine the «400 Ram Air»; Wikipedia notes that «Ram Air III» is a later name Pontiac never used. Over-Drive also lists a 375-hp Ram Air V with tunnel-port heads that was «announced but never available to the public»; Consumer Guide calls it a «rarely installed» late-season option.
Base retail prices in 1969 dollars, before options.
Consumer Guide's Judge profile gives the Judge a base price of $3,488, without naming a body. We do not show Over-Drive's 1969 prices: its Judge hardtop is $327 below Consumer Guide's figure, its Judge convertible is $830 above its GTO convertible while its Judge hardtop is $330 above its GTO hardtop (our arithmetic), and its weights repeat the 1968 table's. See the rulings.
16 factory colors. The color names come from one source3one source; the swatches are approximate screen colors, not paint matches.
Over-Drive's list of 16 colors for Pontiac's mid-size cars, the GTO included. No source we have gives the number of cars per color, so the counts are left empty. The Judge was first offered only in Carousel Red, by Wikipedia's account (Over-Drive repeats it); Consumer Guide describes the Judge's paint as «psychedelic orange».

Open
Our ruling: Unresolved, leaning to $332. Wikipedia, citing Autotrader Classics, and Consumer Guide's Judge profile give $332; Consumer Guide's model article says $354, so Consumer Guide disagrees with itself. 332 is also the Judge option's order code (Over-Drive's 1970 list: «Code 332-WT1»), so a code read as a price cannot be ruled out. Over-Drive's 1969 text repeats Wikipedia's sentence and is not counted, and we have no Pontiac price list for 1969.
Open
Our ruling: Unresolved. Over-Drive's Judge hardtop at $3,161 is $327 below Consumer Guide's Judge price; its Judge convertible is $830 above its GTO convertible while its Judge hardtop is $330 above its GTO hardtop (our arithmetic), and its weights repeat the 1968 table's. We show Consumer Guide's Judge price and no GTO base price for 1969.
Settled
Our ruling: Optional. Consumer Guide says hidden headlamps were optional, as they were in 1968 by Consumer Guide's and Wikipedia's account, and Over-Drive's own 1969 option list prices «GTO retractable headlight covers» at $53. Only Over-Drive's series description says they «were now standard», against its own option list.
